This feature has four modes of operation: 

0 = disable RFC 1323 options 
1 = window scale enabled only 
2 = time stamps enabled only 
3 = both options enabled 
Navigate the the location below in your registry and make the corresponding change.

Create or edit the existing DWORD value named "Tcp1323Opts" and set it to 0, 1, 2 or 3 depending on the desired option listed above.

Restart Windows.
