Navigate the the location below in your registry and make the corresponding change.
Create or edit the existing DWORD value named "DefaultTOS" and set it to the 8 bit number represent the default TOS for IP packets. 

Restart Windows.

Value Name: DefaultTOS
Data Type: REG_DWORD
Data:8-bit number (Default = 0)
