This can happen if any of the below folders or files
with the folders are corrupted.
Cookies
History
Temporary Internet Files
Follow these steps to fix the problem
1. Schedule a CHKDSK /F /R on the c:\ drive.
2. Shutdown and perform the CHKDSK.
3. If possible boot into an alternate install of NT and backup any needed
cookies.
4. Delete the above mentioned folders.
5. Reboot to the original install of NT.
6. Run Internet Explorer.
7. On the Internet Options menu, and select "Settings" on the
"General" tab.
8. Adjust the slider to the position you desire.
9. Once the Cookies folder is recreated, return any cookies you backed up in step 3.
