Navigate the the location below in your registry and make the corresponding change. 

The Value may need to be created.

You can also replace HKEY_CURRENT_USER with HKEY_CURRENT_MACHINE in the key below and have the setting be a machine wide setting.

Value Name: EnableAutodial
Data Type: REG_BINARY
Data: 00 00 00 00 = disabled, 01 00 00 00 = enabled
