Download this set of updates for Windows CE .NET 4.2 Platform Builder released during the period of October 1 – October 31, 2006. These updates are fixes for Windows CE operating system problems you run into during the development and maintenance of your custom platform.

Palm(r) also has very useful info, and a upgrade program for it's customers, not much help for you though.
 
You should be able to find a Independent computer and PDA dealer reasonably close to you. They'll have some idea of where to get the software needed. First thing though, BACK-UP your device. Sometimes the Tech gets trigger-happy
