Good day admin,
 
Really appreciate your asistance and the spirit of sharing knowledge with others. Need your advice on this matter. I actually have searched through your site and find some usefull info but it didn't help to resolve my problem completely. My problem is that I want to block internet access from client pc (win98). I have set the dummy proxy address and disabled the internet options to be changed. But the problem is user can still go to Control Panel and change the settings from there. Users also still can install other applications such as netscape to access internet. How to avoid this. This is a networked environment with windows server 2003. Please advice me on group policies. Will group policies able block Win98 users?

You can download tweakui and removed the "internet options" applet from the control panel.  Policy wise, dont waste you time trying to do anything with win98.  Here's an idea, How are they getting to the internet?  Obviosly they've got to ge going through a router somewhere.  Kill them off there.  Most routers have a way of setting up an access control list to say who can and cant pass traffic through them.
