With that problem, the only thing you can do is just troubleshoot one thing at a time. If you bios was just misconfigured you would atleast be able to get back to it. It sounds like a hardware problem. You may try just simply reseating any cards you have in your PC, or if you can, just swap one thing out at a time from another PC. Try the video card first.
