First of all, is it ALL secure sites, or just some? On the IE toolbar click tools then "Internet Settings" goto the advanced tab and scroll all the way to the bottom and make sure that both SSL options are checked and that TLS is unchecked. If that doesn't help try doing a repair install on IE. Also check Help/About Internet Explorer and make sure that cipher strength is at 128bit, which most secure sites require these days.
