If you are talking about the telnet server just goto control panel, administrative tools, services. Scroll down to the "Telnet" service, doubleclick it, set "Startup Type" to disabled, and click the "Stop" button and click ok. That will stop the telnet service and prevent it from starting up again on next reboot. If you are talking about just not allowing someone to telnet from your server then just rename or delete telnet.exe located in winnt\system32
