I'm not sure why on a windows 98 machine you would want to have the computer named changed a different time. However, I'm not sure if it is possible without a reboot. I know there is an application called net switcher that will save network configurations such as computername, domain membership, IP settings etc and load them for you on demand. It's been a couple years since I used it but at the time I'm pretty sure it required a reboot. What I did was to just load the settings for the next time I was going to boot and then when I got to the location I would turn the laptop on and it would boot and logon to the domain etc.
