Shutdown problem and restart problem.

I have Windows 2000 with service pack 2 installed on my computer and I am having problems when I shutdown or when I restart. When I shutdown Windows 2000 I am stuck with a blinking white cursor in the upper left corner of a black screen. My computer is functionless and the only way I can get rid of it is by manually shutting down the computer from the power switch located in the power supply or by pulling the plug. Also every time I restart my PC I am getting a blue screen "begining dump of physical memory". What can I do?
